HNDC provides commercial, regulatory and technical advisory support across the heat network lifecycle, from feasibility through procurement and into regulated operation. Our commercialisation work turns schemes into investable propositions: business case development, financial modelling, customer and connection strategy, and governance. We advise on public funding, including the Green Heat Network Fund, and prepare the evidence base that supports an application. We structure, draft and negotiate the contracts that heat networks run on, including heat supply agreements, concession and connection agreements, and ESCo procurement. This extends to tariff methodology, metering and billing arrangements, and commercial terms that hold up under regulatory scrutiny. We support clients preparing for Ofgem authorisation and ongoing compliance with the Authorisation Conditions, covering consumer protection, transparency and pricing obligations. We also provide project and programme management, and independent advice to organisations considering or already served by a heat network connection. Clients include local authorities, housing associations and registered providers, private developers, heat network operators and ESCos, and investors.
