Heat networks are entering a new era of accountability. Ofgem’s consumer protection rules, live since January 2026, and the rollout of heat network zoning under the Energy Act 2023 both depend on operators and local authorities holding accurate, complete data on assets, consumption, customers and network performance. For many organisations, that data exists but is fragmented across legacy systems, spreadsheets and inconsistent records – making it hard to demonstrate compliance, plan investment, or respond to zone coordination requirements with confidence.

Anmut is a data management and strategy consultancy. We work with heat network operators, local authorities and energy services companies to establish what data they hold, where the gaps and risks sit, and what’s needed to meet emerging regulatory and zoning obligations. Our work spans data asset baselining, governance design, and the practical steps needed to embed reliable data management into day-to-day operations – covering metering and billing accuracy, asset condition records, and the customer information required under Ofgem’s Standards of Conduct.
